Well, they certainly are full of it.
One of my renters told me about his stay (when he was a teenager) in the back of a patrol car. He said it was fiberglass and rubber for easy cleaning. It was quite dirty and smelly and the cops shoved him and a couple of other delinquents into the back and then went into a restaurant for a long, leisurely breakfast. Then, they drove them home to their parents and let them go.
So, if somebody wants to be very uncomfortable for a long time in the hot sun, by all means, soil yourself. I am sure the cops will use that to their advantage by making you sit in it for as long as possible.
Fine, let them marinate in it.
Use “paddy wagons” with stainless steel everything. No upholstery. Transport prisoners, then hose it out, then spray wash it down with the kinds of of detergents that are used to wash out and disinfect dog kennels. Return it to service.

I once knew a fellow who definitely fit the bill of a sociopath . While in the police car he asked if he could do a rest stop. They ignored him so he just pissed in their car. He did not say what happened after that. He was too proud of his achievement I figure.
