Here’s an idea.
Carve a state size chunk of land North of Montana and buy it from Canada.
Provide homestead acreage for cheap ($1/acre) and infrastructure support for the life of the current generation.
Provide the residents all the rights and privileges of the US Constituion.
Call it...I don’t know...Wakanda?
Sure, it would be a lot easier in a warm-weather state with all the existing infrastructure but, hey they got their own anthem.
I like the idea of them going to a place that is already saying they are welcome and will give them stuff without Taxpayers buying the land from Canada.

I didn’t know what a Lolita was. Had to look it up. I saw a movie once, I thought it was the girl’s name. Apparently not.
Lolita- a pubescent girl who is sexually precocious or who is regarded in sexual terms by an older person.

I don't know what our 'anthem' is, but if the coastal states from Texas to South Car were to secede from the union and form their own sovereign constitutional nation, it could quickly become one of the richest most powerful countries in the world.
Not terribly likely, of course.
Make that new state include Calgary and I’m in.
We could call it Kleinland, after our last good premier.
