Is there anything unique about New Hampshires laws that make it a better place to be arrested?
Why would a jet-set Brit, who could afford to live anywhere, choose to buy a house in New Hampshire?

She was arrested under Federal law by FBI not the state. So state laws are pretty much irrelevant. Hope that helps.

My question would be why anywhere in the USA?
I thought NH was an odd choice, but anywhere in the US puts her at risk of arrest. Why didn’t she go somewhere where she was not at risk of arrest?
