I can’t tell either, it’s no less ridiculous than all the other Chinese Cultural Revolution (at home edition) stories I’ve been reading lately.
Please label satire/parody stories as such, otherwise I will have to assume that every news story I’m reading today is satire.

The original policeman Victor Willis is suing the Village People because does not want anybody to think he is still and the band.. It seems they used his image and voice without his permission. If he's no longer there then maybe it's just the cop symbol..?
