The Deep State would likely protect Mattis, Kelly etc. from justice with more than threats of minor legal harassment to white hat cadets.

You can't do that when the Commander in Chief is against you.

He can order full reinstatement, etc., and if there is the slightest balking on the part of the Deep Staters, have THEM court-martialed.

I would be very cautious about this. The WHO is known for providing misleading information, even saying that there was no human-to-human transmission long after the evidence showed otherwise. This may be more fertilizer that they're spreading.
