IMO, sounds like the beta is tired of being beta. They'll calm down when the new pecking order is established.
Less likely, one of the cats has a hidden injury, and the other is unwittingly poking it.

Actually, the one that seems to be causing the trouble has always been the rowdier one; but things never came to more than occasional, momentary blows.
We have a vet appointment later this week - the vets seem to be swamped due to covid, and we have to wait until Thursday. (Last night and today were a doozy, and I’m hoping we can last that long.)
But this came on so suddenly and inexplicably that we’re wondering if one is sick.
