What is the point of phasing out SAT/ACT tests if California just makes up its own?

I can't read the rest of the article without a subscription, but...

Maybe the college will adopt a placement test, similar to the placement test given by community colleges.

This has less to do with race, and more to do with capturing more student loan-applicants for full-boat tuition to support their ivory tower just a little bit longer before it collapses.
