One theory that makes sense to me is that they were NOT unmasking Flynn. Flynn was the “legit” target and they were unmasking everyone that Flynn talked to. Presumably Trump, for starters.I'm kinda buying into the theory that this is the tip of the iceberg. Get Flynn's stuff out there so people are used to the practice. Next we get who requested unmasking of others, Trump, Page, PapaD, etc. We could then see who started this and when.
The abuse of 702 queries halted by General Rogers' comes to mind as a source for getting this plot started as well. "Insurance".

What if the Obama crowd had set up a TOTAL surveillance system where EVERYBODY was being tapped. If the CIA/NSA had access to everybody's devices and comms like we know they do have.
Then they made up FISA warrants to justify the specific individuals they found something on or could use to UMBRELLA surveil the real targets, like Q says.
In other words, the FISA warrants were just cover for dirty illegal surveillances on US citizens that had already been and were in place.
Example: While surveilling Carter Page, pursuant to a legal FISA warrant, we heard this from subject A who led us to subject B, who led us to THE PRESIDENT OF THE UNITED STATES BLAM.
I think that's Q's 'umbrella surveillance' in layman's terms. Am I right? Or something like that.

I’ve believed for a long time that (they) were spying on ALL of us ALL the time. Your post got me thinking a bit more about that.
Assume it’s correct = all of us all the time. But in particular Trump and his campaign. You and I wouldn’t have the access to find out that we were being spied on, but Trump would. And not only would Trump have the access to find this out, but he would know that it was done to sabotage his campaign. So he would have a reason to prosecute that goes far beyond the invasion of privacy. Trump’s reason would be TREASON.
The DS would know this. There is no way they could cover up the spying on ALL of us, but they definitely needed to cover up the spying on Trump. So that is what we are witnessing.
Remember that meme with Trump saying “It’s not me they’re after. It’s you. I’m just in the way.”
And remember how Q says “they won’t be able to walk the streets”.
When the full extent of DS spying is revealed, perhaps that will wake up the complacent sheeple. All those people who say “I’ve got nothing to hide” and think they don’t have to worry about being spied on. I don’t think Trump had anything to hide, either. And look how they used the spying to sabotage him, to attack his family, to sabotage our Republic.
For those who say “Oh, but Trump is the bad orange man. it was good to spy on him” - Yes, but now he’s the bad orange man with access to your secrets. How do you like it now? Still think it’s ok because you have nothing to hide?
