There is no mention of whether or not the man was armed, or if police believed he was armed. That, of course, makes all the difference in the world.
A fleeing felon statute is in order. Running from the cops is considered a felony, and a fleeing felon may be shot. You’d never get it through most legislatures, though. They love their criminals too well.
I know you are not supposed to run from police, or endanger innocent people’s lives by causing a chase, but deadly force is not a method of detainment.
