Go to Facebook and look up Jeremy M. Jack's (from Texas) Facebook account and you will see his rant about CNN showing video of him standing in line with a grocery cart with the headline "How you can cope with your fears.". Jack is UPSET because the image is from when he was shopping for groceries during HURRICANE HARVEY.
CNN is publishing material, without permission, which is an outright lie. Hello Federal Government?

Nonsense. They made no such claim, by innuendo or otherwise. The use of stock footage on television news is ubiquitous and if your argument held any water, you should have been upset about this kind of thing long, long before the Covid-19 outbreak.
I could go out today and take video of people shopping without face masks or social distancing. So I could just as well make the claim that a photo of a man with a mask shopping is “intentionally deceitful”.
But both claims would still be bogus.
Stock footage: An article about me giving a speech somewhere and you used stock footage of me giving a speech.
Implying there are lines at the store by using an image of lines that were a result of a completely different event: FAKE NEWS. Because there are NO LINES.

I guess you can try and make that stretch, but without the accompanying story to show that they actually are saying that this photo is proof of lines outside a store, that’s some pretty weak sauce.
Problem is, Boogieman, they used an individuals image and FACE without his permission. THAT is a problem.
So, showing footage of a Wuhan flu hospital ward, in Italy, and saying it’s NY, is okay by you, too?

I’ll condemn CNN for a million other things that they do that actually deserve condemnation, but using stock photos in the background of a new story?!? I’ll pass on that one.

Why is that a problem? It’s completely legal to use footage of anyone taken in a public place, with or without their permission.

Well, that’s the difference here from your previous example. Did CNN actually SAY this was a picture of coronavirus grocery lines?
If so, then it would be the same as your previous example, and deceptive. If they didn’t, then it’s just a stock photo like any other stock photo, and if you assumed it was directly relevant to the story, then that is your mistake, and not CNN’s deception.
Sure, it could be that CNN is counting on people making such a mistake, but that’s still a far cry from your previous example of intentionally mislabeling one thing as something else.
