I think Trump get his authority though the golden rule:
The man with the gold makes the rule.
Obama led from behind. IOW, he followed. The office of the president has absolute authority over the economy, most especially intrastate and import/export business in times of emergency.
Most are missing the point.
Trump is more of a genius than people give him credit for. Including those on the right (correct) side of the fence.
Trump has obviously (and purposefully) staked out the farthest side of the ‘corrective control’ position to open up the economy. Getting much criticism in the process.
Hence, when he begins to issue his “guidelines” on where and how to open up, he has left anyone not willing to follow, as being in opposition to enabling people to get back to work.

I also believe Trump can lift the national emergency. After that, the states who do not open will be forced to take total responsibility.

I think with ALL of the states requesting a state of emergency Trumps powers change drastically with the entire country under a state of emergency, perhaps these governors should have considered that before asking for the state of emergency to get their grubby little paws on money!!
