Not necessarily. It would all depend on the democrat party rules, which, of course are subject to change at short notice. If Biden, God forbid, were to be elected and die before inauguration, the VP-elect would become President.

Definitely another important consideration, for Mr. Biden! He can't afford to pick anyone smarter, or more ambitious, than himself. With that in mind, Representative Hank Johnson (who's even more 'intellectually challenged' than Joe ;^) might be the ideal Biden VP pick!
