President of the Philippines, Duterte, has the right response. Shoot troublemakers on site. This is, after all, a national emergency in which war powers apply.
I recall recently, the mayor of Baltimore pleaded with the gang types, to refrain from shooting people, so as to free up healthcare resources for the virus victims; so that hospitals wouldn’t be taking care of so many gunshot victims.
Not sure how that worked out.
