Thats what the States Governor, Phil Murphy, apparently meant today, when he said at a press conference that the State needed volunteers who with Cobalt computer skills to help fix 40-year-old-plus unemployment insurance systems that are currently overwhelmed as a result of COVID-19-related job losses.

Yeah. I knew it quite well back in the day. Worked with it a lot and could probably get right back into it with a little research. I think I even still have books on it around here someplace.
However, just their stance alone on the 2nd Amendment, their crappy gun laws and how they treat gun owners, I wouldn’t crap down their throats if they were starving to death. They can go take a flying “F” at a slow rolling donut.

Absolutely. Although I’d guess their desire is to spend as little as possible and “magically tweak” the existing system to handle the load better.

I took a COBOL class back in the early 80s... the instructor said he was on the fence whether he was going to teach an english composition course or COBOL.
Did this idiot really say “Cobalt”? A Governor appealing for people and gets the name wrong. There are still quite of few of us who know COBOL. The bigger problem is they may be running a home brew custom program with little or no documentation. I remember some years ago there was a community in Mi whose Maintenance Dept was actually running their system with NeXT OS. Talk about flying with no parachute.

It’s just another computer language. I think a competent programmer could fake it after a couple of days of reading manuals, and just learn on the job after that. Maybe their timeline doesn’t allow for that, but it would be better, I think, than waiting around wishing for their ideal candidates.
It wouldn’t surprise me if they don’t understand that the hard part is knowing the application logic and architecture. They probably think there’s a quick fix.
Maybe the system it’s running on could run in a virtual machine and scale it with multiple instances on modern servers?
If not they’ll probably have to choose between a time consuming (expensive) fix to the existing system (for somebody to learn it all, with no promises) and rewriting it.
I’m sure the media will jump on this as “should’ve seen this coming!” </s>
