Business Closures
Perhaps states should have to pay the overhead costs of businesses they order closed.
The federal government might reimburse the states at an 80% rate.
Unemployment Relief
To pay 300 million people $400 per week of unemployment compensation for 10 weeks should cost about $120 billion.
Spending $2 trillion is not justified.
Self-Employment Tax Rebates
People should be able to waive 2020 SE tax payment and get refunds of their 2017 and later year SE tax payments in exchange for 3% per year requested future SS payout reductions.
The reductions should be waived if 2020 first-hand quarter personal income was less than $10,000.
Distressed Hotels/Motels
Hotels and motels needing income should be able by state and local law to sell off rooms for affordable housing.
Masks
Any person on the job interacting with another person should being wearing a mask at this point.
I heated a cloth rag and underwear elastic to 175 degrees in my oven without obvious damage to either. That temperature should be high enough to disable the virus. Health care workers might place their used masks on metal trays and bake them for their personal reuse.
Companies might make snap-together plastic frames so ordinary people can easily make their own masks.
A cottage cheese container fits my face fairly well, but is very uncomfortable. Minor molding changes would be needed for comfort. A hole in the bottom could be partially cut out and cloth glued in place.
Gowns
Dry cleaning dress and suit bags might be useful for gown usage.
Gloves
Disposable gloves that my natural food store provides for bulk food buyer use might be medically useful.
Public Transit Vector Control
Train/bus service only with masked drivers and passengers.
Money Vector Control
Dollar bills and coins pass through many dirty hands. Businesses should be allowed under federal law to insist on electronic payment.
Grocery Store Vector Control
Customers should be required to wash their hands upon entering. Soaped-down carts should await them afterward.
Grocery stores in areas of hospital demand stress should require their customers to wear a mask.
Grocery stores might put stuff on shelves in their partially opened cartons Shopper's Food Warehouse style to minimize the need for clerks to reorder the stuff on the shelves and spreading virus particles while doing so.
Each cashier should have a bucket of soapy water to dip their hands in as practical and a stack of papers towels to dry them off and wipe their scanner off.
At home, the freezable stuff could be frozen, the produce washed using soapy water and other stuff left in bags for ten days unless needed earlier.
Business Door Vector Control
Business does should open automatically, be propped open, have their handles soaped down as appropriate or Walmart style hand wipes provided.
Mail Vector Control
If the mailbox door of 2 Hills Road has coronavirus on it, the mail for the next 20 houses will likely also have coronavirus on it soon. A mailbox door should be opened with one's right hand, which should then grab the mail and push the mailbox door closed. One's front door should be opened with one's left hand, which should also close the front door. The mail should be placed on the floor and if possible left there 10 days without being opened. Both hands should be washed with soap and water.
Garbage Can Vector Control
If one garbage can handle on your street has coronavirus on it, the next 20 garbage can handles the binman uses might also get contaminated with coronavirus.
Keep a pail of soapy water by your front door to wash off your hands.
Put your garbage out in plastic bags if possible.
Recycling bins present a similar hazard as garbage cans. Recycling should be stopped until June. Foreign countries should prohibit recycling transport ships from docking.
Restaurant Vector Control
Restaurants might ask their landlord or city government for permission to place plastic tables & chairs 30 feet apart in the parking lot or street. Busboys could soap down the table and chairs after collecting the dishes.
Delivery people and waiters should be subject to the minimum wage laws applied to cooks so they don't have to get or touch tip money.
Air Travel Safety Measures(incomplete)
Airliners have means of supplying oxygen via masks to passengers, which means pure air can be supplied through masked means too. A passenger might pick up a mask with a supply port and an exhale port and attached plugs for each port. Airlines would have to provide an exhale extraction network for the airliner.
Taking Burdens Off the Immune System
Low-carbohydrate diets might keep gut bacteria loads lower. Amoxicillin or poultry industry antibiotics might be useful in hospitalized coronavirus patients.
Keeping one's teeth brushed and flossed and using mouthwash would allow the local immune system to better fight the virus.
Easily-Made Mouth Breather Ventilator
Remove the heating elements from a hairdryer. Make a hole in a mask near its bottom near its center. Insert the forward end of a bicycle rear brake cable through the mask hole. Tape the cable to the patient's nose. Tape the cable sheathing to the patient's chin when the patient's mouth is closed. The rear end of the brake cable should be used to open and close an electric switch for the hairdryer. This switch might be made using a flexible metal hacksaw blade or spring to better cope with mouth opening distance variation.
Easily-Made Pressure-Driven Ventilator Design
I breathe about every three seconds. A metal axle with a fan blade and a metal disc could be rotated at about the same rate by say an electric fan. This disc could have a notch to allow a pressure-driven brake to temporarily stop its rotation. A first motor brush could contact the metal axle. A second motor brush could contact the disc. The disc would have a radial non-conducting arc including the angle of the notch, slightly afterward and about 90 degrees preceding the notch. Electricity would normally flow via the brushes, axle and disc to a blower. The blower might be a hair dryer with its heating elements removed. The pressure-driven brake would press against the disc most of a breathing cycle but would not stop the disc until it enters the notch. Once the patient stops exhaling the pressure would come off the brake and the disc would rotate again. The second brush would soon come off the non-conducting arc, electricity would flow to the blower which would blow air into the patient's lungs via tubing. Electricity to the blower would be cut off when the second brush enters the 90 degree non-conducting area of the arc. The patient would exhale. The exhale pressure-driven brake would enter the notch. When the patient stops exhaling a new cycle would begin.

Perhaps state/federal 20/80 payment for undoubtedly reasonable overhead costs of businesses states have ordered closed, federal unemployment insurance top up of $100/week, CHIP/Marketplace premium waivers, SNAP asset waiver of $4000, on-request self-employment tax waivers for 2020 and refunds of 2017-2019 SE tax in exchange for 20% 2022-2024 SE tax rates and for airlines, advance federal payment of flights at $20 per boarding and 20 cents per mile for unrestricted future federal law specified use.
If you pay 300,000,000 people $400 a week, 1 week would = $120,000,000,000 Billion Dollars. 10 weeks would be $1,200,000,000,000 1.2 Trillion Dollars.

His grandstanding changed nothing. He was demanding people fly on air planes ( potential exposure) to be in the same room to possibly contaminate each other
