Statistics are only meaningful after you have a solid understanding of the underlying data.
Without that understanding you can become a FluBro picking and choosing numbers to support your debating point.
Single digits isn’t enough data to get a signal. The only datum point that is generating a clear, unbiased signal is #new deaths. If you are talking about something else you are talking about confidence intervals that are astronomical.
So you are arguing the methods and not the results. Who cares. Sure it’s been biased a bit, but you can tell when you hit peak testing capability. That will occur when the number of new cases stabilizes and stops growing. That can be due to two things. You have reached maximum test kit production or you have hit max infection point.

This very disturbing story jibes with what I’m hearing — #COVID19 cases and deaths are under-reported in US largely because of the lack of confirmatory testing. People all over USA are getting admitted, treated, and dying having never had a diagnostic test.
