Your thinking is flawed. Why lose 40% (or more) of assets to gain something that could be purchased with less than 1%?
I believe it was a planned desperation hit by Chicoms and the American/Globalist Left. A nuclear option type move as Trump was soaring to reelection.
If this is the plan, it is a piss-poor plan.
Since Job #1 after we get though this is going to be to smash the globalists and disengage ourselves from China, this is not going to work out very well for them.

China would know that any bio-weapon released today would rapidly spread around the world - there would be no way to spare their own population from it.
It is significant that this virus only kills the old and infirm. Could China have calculated that such a virus would bring Western nations to their knees as we willingly sacrificed our economies and liberties to save our weakest citizens, while at the same time clearing away lots of what the CCP considered to be “useless eaters” from China’s own population?

Desperate people do desperate - and stupid - things. And They and their democrat friends are desperate. Chinese communists are very aware that there is a large movement among the people to be free of them.
Tianeman square didn’t just go away because they murdered a bunch of people; murder is what communists do. The idea behind it is still alive and well.
If THEIR economy is being brought to its knees by - oh, I don’t know, let’s say DONALD TRUMP - they’re going to do whatever is necessary to prevent their own collapse.
This bioweapon - whether intentionally released or not - gives them a convenient emergency to exert control, and also to unite those people - “Look at what evil capitalist America has done to us!”
They know they do NOT have friend in our White House anymore; Obama isn’t there to kiss their ChiCom asses anymore.

President Trump has been trying to tell us this will be over soon, and China is trying to blame us with their huge propaganda machine. America has had bio capability for generations now, and we have had no need to employ them.
China, is the master of asymmetrical warfare. Lies are the foundation of any communist government, and deceit is their method of survival- like our left. Projection is their defense to save face.

Because that is how totalitarians seize power. Totalitarians gain power by depleting the masses of wealth. So they are fine with losing 40% and retaining 60% IF they are able to impoverish the masses and that is exactly what is happening all over the world. The global elites will still have plenty of money but when the masses are broke they are easily controlled.
Wealthy people can't be controlled so the goal is always to deplete the citizens of their savings and thus making them desperate, dependent and willing to submit to rule by despots.
The American Stock market and economy was making the masses rich. Not anymore, mission accomplished.
The four senators on the Intelligence committee that liquidated millions of dollars of their stock portfolios clearly new something other than the possibillity of a pandemic. Senator Kennedy of LA (someone I trust) was present during these closed door meetings on this virus threat and heard nothing that he would conclude as "inside information" worthy of making the stock sales these four senators did. So what did they know that was NOT being talked about in these closed door meetings? How did they manage to pull off the most perfectly timed stock market exit in history? Did they somehow know this was not just a threat of a pandemic? Their actions indicate they knew almost for certain this was going to impact the US greatly. What did they know that was not talked about even to other US senators and maybe even the President?

Well possibly, but as has been pointed out this is the nuclear option for them whether by design or opportunity to get rid of Trump, i.e. Americans.
The outcome is by no means guaranteed to freedom, especially as there is so much treason on our side.
Well the ChiComs have now begun to insult Trump by saying he caused the pandemic via incompetence and racism. In my view this proves they are overreacting to something they supposedly didn’t do.
