You’re right, but on the other hand it’s pretty amazing to see the rate at which bureaucratic red tape is being slashed. As long as they’re going to try it, that’s what is important. Let the FDA collect data, and hopefully it will be as effective as some of the limited trials suggest, and that there will be few or at least manageable side-effects. The quinine-based drugs are for those who are already sick, the antibody-based treatment is several months away at best and a vaccine probably more. Anything we have that shortens the duration of the illness is good.
Now let me throw out another idea: Open Source Medical Ventilator.
The engineering or “maker” types will see the practicality of this right away, since it could be done with an Arduino and common components including pressure sensors and pneumatic valves. People in every country could download the code, build the PCBs and supply them to local hospitals. Who cares if they’re not in a fancy enclosure as long as they do the job?

Standing armies are those that are currently active.
Standing up an army/force means activating or creating a force.
Standing down is the reverse...which has also come to mean relax from a more active state.
As with a lot of military terms this one has made it’s way into government parlance, because of the similar type of activities taking place in a bureacracy or other civilian force that is on call... in this case FEMA

As for all the questions about the hospital ships, I found this at the Navy’s page for the Mercy. Just a guess, but I don’t think they’re set up as a Level 1 trauma center, but I’m just guessing. It seems as their use is mainly to provide support for patients who are either not that sick/hurt, or as a stop-gap treatment for the patients on their way to Level 1.
This is what the Mercy says they have:

This just gave my daughter’s school a reprieve.
She is in her 2nd year as a principal of a failing middle school, in an economical and educational regressed area.
She was hired to affect a turnaround.
The problems are not all with her school but should be shared with the schools that feed her school.
She wants to affect change at those schools, but can’t. If they don’t do their part, she doesn’t see how she can stop her school from failing.
She now wants to take over the school board to affect different changes. :)

I think the likelihood for them to have both the above ground massive Utah center as well as a DUMB resident similar site(s) is considerable. They’ve used those umpteen trillions for something besides just building the DUMBs.
