They are using the health department numbers.
Also, if you look at the right side of the chart, it tells you the exact time and day of the last update of the chart.

Gov. Andrew Cuomo on Tuesday announced plans to enforce a “containment area” for a 1-mile radius around the center of the cluster, an area that includes much of the city of New Rochelle and stretches into town of Eastchester, both of which are in Westchester County.
Any large gathering places within that containment area will be required to shut down from Thursday through March 25, Cuomo said. That includes several of New Rochelle’s public schools. Those that fall within the containment zone will remain shut down for two weeks.

State health officials on Tuesday announced the first coronavirus death in New Jersey as a 69-year-old man from Bergen County, while the total number of positive cases in the state increased to 15.
We are sad to report the first death in a case of COVID-19 in New Jersey,” New Jersey officials said in a statement. “Our prayers are with the family during this difficult time. We remain vigilant to doing all we can across all levels of government to protect the people of New Jersey.
The 69-year-old man, who had pre-existing health conditions, died Tuesday morning, state health officials said. He is among the four new presumptive positive coronavirus cases revealed Tuesday from the states lab.

That is a function of the failure to communicate properly.
The Governor is between a rock and a hard place.
If he tells the people of Georgia the truth, the whole, and nothing but the truth (like we tell each other here :-) ), they _will_ panic.
If he does not do it, then they think he is over-reacting.

Obviously if you read the report, or its summary, you know that it’s legit, even coming from China. There’s simply information there that China doesn’t want the rest of the world to know.

It is glaringly obvious a decision was made very early on to allow this disease to take its course.
The cost to the economy judged higher if they decided to effectively fight. So, why not have the best of both worlds?
Be somber and pretend to fight it.
All that means is that all these have to be rubber stamped by the CDC. They ARE positive.

NASHVILLE, Tenn. (WVLT) The Tennessee Department of Health announced two new cases of COVID-19 in Middle Tennessee.
That brings the total number in the state to 6
I was reminded of a facility where the workers refused to wear hard hats.
Word came down from on high that only supervisors and managers were allowed to have hardhats.
Within days, the front line workers were demanding hardhats and were wearing them.
Mission accomplished.
Goodness, what did you think I meant?
One little personal story for today.
I am trying to think ahead of what I will need down the road, and then I realized that my lawn mower needed its seasonal maintenance.
Normally I wouldn’t have it done until the first week of May—the grass here in northern CT does not start growing much before then.
But—I saw all those pictures of the empty Seattle ports and realized that there could be shortages of minor parts, so I decided to visit my lawn mower repair guy today.
He gave me a funny look (like why you be here in March) and then thought for a minute and said: “OK, but it be a couple of weeks.”
The thing is, this guy normally does next day service—and I didn’t see any other lawnmowers in his shop waiting for repair—so I think that meant he wasn’t all that confident about getting the parts...
We will see—would _really_ like to avoid living in a jungle this summer. ;-)
