I am not really sure what the problem is here.

this is a civil matter not a criminal matter.

She paid someone to take the ACT exam in place of her daughter. This took away a spot at the university from some other student who did well on the ACT on his or her own merits.

I suppose you would think it is okay if some rich person paid someone to arrange to take the CPA exam for them or the written test for driver’s license.
