How many years will it be safe to presume, since no charges were brought, that we have a two tiered system of justice, with respect to those in favor vs. those not in favor? Three years (it has already been 3)? Five years? Ten years?

Sometimes it seems those in charge are simply looking to run out the clock in order to avoid unpleasantness.

Stall, delay and run out the clock until people forget about it or other issues arise that push the scandals to the background. Its how DC operates.

It is generally a five-year statute of limitations that applies, and they (including Barr and Durham) are running out the clock. Lots of stuff, such as the Hillary emails is already past. Don’t kid yourself about some RICO case ever being brought either.

The clock is ticking and depending on what the violation(s) is/are, there are limitations for prosecution. 5, 8, 10 and 20. I suspect were going to be told, Yes, the law was violated but we cannot prosecute because were beyond that SOL.

What is in play is the idea that the incoming administration does not prosecute the outgoing no matter how richly deserved, lest the tables be turned.
I doubt that will last though, were Trump to lose the election I believe the left would release the dogs of war on all of us.

We are told that Lois Lerner, Hillary Clinton, James Comey, etc. have broken no laws...This is actually true, as there are two sets of laws, one for Democrat politicians and another for the rest of us.

Yep, Barr is just there to protect the DS from harm - Wray as well. And, contrary to popular belief, there is a deadline - it's called an election. Trump is not a shoo-in to win it as the Democrats will not be caught with their pants down this time around. They are constantly on offense, while the GOP - even after 3 years of Trump - are STILL cowering under the desk.
