It's like these folks are children who don't know anything. It's a whole of government approach. The head of HHS can only muster the resources of HHS. For a whole of government approach you need someone who can call anyone. There are only two people who can do that. Trump or Pence. Trump has other things to do as well. And if someone refused to answer to Pence then Pence can say ok, let's go see the man.
Divert extra $$$ to wall building and border security to prevent cases from wandering across an unprotected border.
