As with an aquarium, a large percentage change of water would probably help reduce chemical contaminants. Just don’t use chemicals that could dissolve any grease buildup and allow that to reach the leach field. Supplement with an anaerobic digesting bacteria.

I can’t imagine the FedGov not contacting an area/city officials, first, prior to making and announcing plans to send folks to quarantine there.

Hospital source can be anyone. If there was an active case, word would spread very fast inside the hospital. So it could be a friend/SO of someone at the hospital.
