There is an old observation, that the Devil may quote Scripture. But it is also noted, the quotes are also highly selective, and in most instances incomplete.
As any legal expert can tell you, just about any statement, given a slightly altered perception, may be interpreted to be quite the opposite of the original intent of what the author may have intended.
Mayor Pete has been rather selective in picking out the parts of the New Testament that seem to give him a personal pass and dispensation for his personal behavior, even to the point of exalting his preferences above all others. This is legalese and sophistry, because the Scriptures gives no permission for these perversions, and that is what all this is.
As for President Trump conforming to some standard of Christian or Godly behavior, it is a known bit of data extracted from many passages in the Bible that the Spirit works through many sometimes highly imperfect human beings. That President Trump seems only lately to have come to a more complete understanding of Biblical interpretations, does not in itself reflect negatively on the conclusion that God works in mysterious ways. Even such a widely hailed leader such as Abraham Lincoln was not what may be called a highly devotional person for much of his life, though he was by all odds a consciously moral and honest man. Say what you will about Donald Trump, he has always conscientiously followed his own brand of ethical behavior, a code of life as he understands it.

The article lies. Limbaugh did not “attack Buttigieg’s sexuality.” He discussed it. I gather one is not permitted in the MSMedia world to discuss homosexuality. Or one’s sexual preferences.
