I believe those blue lenses are medical lenses worn to relieve the symptoms of dyskinesia caused by either Parkinson's disease, a neurological disorder or dyskinesia which develops from the long term use of drugs used to treat a psychosis such as schizophrenia.
And the person wearing them appears to be the body double for Hillary who made an appearance on the day of the 9/11 remembrance when Hillary collapsed into the black SUV. Hillary Collapses
