But the major reason the numbers are wrong is simply fog of war. I could very well be tasked with doing our numbers in three-six months, and if the situation on my town was the situation in Wuhan, accurate numbers would be the last thing on earth I'd be worried about.

In a city of 11 million how many heart attacks, appendixes, and kidney failures do the have every day? It has to be in the hundreds...if not more.
Its a mess. And there is no one standing there with a clipboard counting.
I am no fan of the government, but my heart breaks for the folks in the middle of this.
