Va is a weird mix...probably a lot like California before their great fall into progressive madness.
I lived in Va for several years..really liked it.
Although, i had a hard time finding a place to set up a trailer in a park.
Mostly because i was only engaged to my lady friend and not married.
The difference being it wasn’t a government mandate but a personal choice of the owners not to rent to someone who wasn’t married.
As difficult time as i had finding a park.. and we did find a place..still,in away i respected their decision.

Well if it was illegal, the law was never implemented. What does that make the law? USELESS OF COURSE. Besides, how are you going to implement it? Are you going to put surveillance on every corner of the state and then arrest everyone who does it?

True story: Back in the 80's Pennsylvania held a contest to pick a travel slogan for the state.
Famously there is a town in Lancaster County called Intercourse, PA. Some wag suggested that our travel slogan should be "Virginia May Be For Lovers, But Only Pennsylvania Has Intercourse".
That was far and away the #1 most popular choice. But Gov. Thornburgh didn't have the stones to put that on the license plates.

Is it illegal to cross the border without being lawfully admitted into the country? Yep. Yet tens of millions have done it. I drive down a state highway where the speed limit it 65. Anything above 65 is a class c misdemeanor (or greater depending upon your speed and other factors). People routinely violate it-including the police dropping off prisoners at the county detention center and headed back to the city jurisdictions. Its rare to see anyone drive under 70. 75 is the average speed. Cops returning to their city after dropping off prisoners are usually doing 90 (even though they have zero legal reason to do so).
Just because something is never implemented or is not enforced consistently doesnt mean its still not technically illegal-which is what the poster asked and the article clearly stated. Seems you answer the articles main premise-why have a law you refuse to enforce-which is a good thing. It is a dumb law. Theyd have to arrest most of the single guys at Navy-Norfolk if they enforced it.
