There is US precident of embargo of travel from a foreign country...that from Portugal to the state of Massachusetts from the 70's to the 1980's. That embargo was for air flights and shipping to that state.

I think you might be missing some of the point.
The deaths from this are not my concern. If it catches fire (I know it’s a big if) it will overwhelm the medical system during a peak period. There will be a bunch of ancillary deaths, as there will be no room at the inn. This leads to more contagion as people are at home or on the streets.
Think what that would do for the economy.
How bad does it have to be to leave a 6 year old at home to try to save it..Who is going to feed it and watch over it.
