Yes, but Trump can run for one more term as follows.
Trump wins re-election.
On last day of first term he resigns, and Pence becomes president for one day.
Since he didn’t complete a term, when he steps into office he then is beginning his first term.
Then he can run again.
Or they could keep on playing the same game.
Trump was elected in 2016. If he is elected again in 2020, then he will be ineligible for any future election to the Presidency.

According to the 22nd Amendment, sec 1:
No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of President more than once. But this Article shall not apply to any person holding the office of President when this Article was proposed by Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.

Interesting that if a president passes, is removed, or resigns, and he has held the office for more than 2 years, the replacing person to be installed president can be elected two more times. But if the gaining person was installed for more than two years he can only run once.
