Possibly, but maybe to be able to legally avoid FOIA requests as well as sunshine laws. Political Caucuses are exempt from those IIRC.
Someone should file a lawsuit—challenging it as an attempt to evade the legal requirements of informing the citizens.
I emailed a conservative Kansas State Senator to see if she had any information on what happened. Unfortunately she just retired and was unable to provide any information on the briefing.
My KS house and senate reps are both Democrats and I don’t know that I trust them very much for a straight answer.
