I purchased Office Pro 2016 on bonanza.com for $15 (might be $19 by now).
It is a lot easier. I even had an Office 2013 that I could not get to work and the license key would not take. After a few hours I realized my times is worth WAY more than $15 an hour and just purchased a new one.
Just jump on Bonanza.com (eBay will also work) — you can buy 5 user license packs for $40 or so.
Microsoft is very much into planned obsolescence on their products. I have many programs I wrote for windows 3.1 that are still running just fine on windows 10 machines on an industrial scale. Some are graphic intensive and they print just fine on modern printers

I install Office 2003 on Windows 10, and it works fine. But I do have the original packaging with the key. I can see where the install would stall on that page. I can’t think how you can get past that, but maybe someone else does. I’d be interested, too, I case I lose the key.
The only problem I’ve had was when DH installed that god-forsaken Office 365 on a PC with Office 2003 already on it. All applications work except Outlook. It seems there is an issue with conflicts in a certain file — a .dll file, I think.
