You sold the car and the title transferred to the Honda dealer? Correct? And this was 5 years ago. The parking ticket on this vehicle is dated a month ago, correct, or is it from 5 years ago?
If it is from a month ago there is no way that 1.) you could be driving the car, as you would have no FL insurance on the car and 2.) no longer have a Title to the vehicle in your name, and 3.) you have no license plate for the vehicle in your name, because you have no title, and also you would have no insurance coverage for the vehicle (your insurer would have removed your insurance policy coverage for the vehicle, which is directly linked to the FL Dept. of Motor Vehicles. 4.) you have a valid FL Driver’s license based on the concomitant driver’s insurance for SPECIFIC vehicles listed on a Proof of Insurance card for each vehicle— your insurance co. can prove you have no insurance for a vehicle you NO LONGER OWN, and as to what time the coverage was stopped on the former vehicle.
All these pieces of evidence (copies thereof) provide to the hearing officer. The sum of all this proof that you have not owned the car since 5 years, means you can tell the hearing officer you have no intention of paying a parking fine for a car you no longer own. The Vehicle ID number travels with the FL Title which was transferred to the dealer you sold it to, who, if they sold it to someone, that party would have to pay for a new title with the VIN number on the title- on record in Tallahassee— Yet another way of easily proving you haven’t owned the car-— the title with the VIN on it, its history.

Was the ticket from before or after the sale?
In Texas, there is a form you fill out and send to the state after you sell a car to protect you from stuff like that. I bet Florida has the same thing.

Protect Yourself by Filing Form HSMV 82050
Florida law requires sellers to file form HSMV 82050. Filing this form with a motor vehicle service center will remove the sellers registration from the vehicle and help the seller avoid any civil liability for the operation of the motor vehicle after the sale. Once filed, it becomes the buyerss responsibility to apply for the title and registration before he/she can legally operate the motor vehicle. If the buyer fails to do this, and the seller does NOT file form HSMV 82050, the seller can be held liable for actions associated with the motor vehicle, even if they no longer own the vehicle. The form also documents the sale and is the legal receipt. Keep copies of the bill of sale (FLHSMV recommends having it notarized), certificate of title or other type of transaction document showing it was sold.
Going to dealer with this form. I dont know if they ever filed it pretty standard
can you ignore it? who is trying to collect it? A legal jurisdiction or a collector?
The courts and I sent them a copy of the title I signed over to Honda and the bill of sale on 11/17/2014
Uhm, they read it off the plate on the dashboard? It's quite easily readable through the windshield in every car I've owned.
sounds like it is a collector. Ignore them. My kid sold a car to somebody that wrecked without insurance and they called me for about two years threatening and I just said good luck.
The dealership owner is driving the Honda.

They tried to pull this on me twice over the years and that is my standard answer to impound it, it never fails to work.
Never even got another contact from anyone on these afterwards.

Have it on when you walk in the door, have it placed in your shirt pocket upside down so the microphone is up.
Go to the dealership You left the car with. Ask politely for the GENERAL MANAGER AND THE SALES MANAGER. DO NOT DIVULGE THE REASON.
When you have both in front of You, ask where is the Records from Your Sale or Trade in whatever it was.
