Maybe because more AA student don’t have the academic standing to qualify for these programs. What the racists at the NAACR want is to impose quotes where outcomes are determined by having the proper skin color not by the quality of the candidate
But standard Democrat Fascist Party politics. If you cannot win on the merits, change the rules and impose your political dogmas by force.

Which obviously means that these programs are racist. And as usual, the usual answer is to dumb down these programs.
Because racism sucks. Or something like that.
Sending kids to public schools is child abuse. This is just emblematic about how the institution is not about anything other than it’s own agenda.
Do whatever it takes to keep your kids out of them if you are a parent.
Most the parents flee to Loudoun county to escape the public schools filled with Latino immigrant children and blacks.
I'd like to know. Does this school have advanced and high caliber training in how to collect welfare? How to obtain WIC and SNAP Cards? How to avoid jail? Maybe training in selecting a better grade of baby daddies? How to get Section 8 housing?
Seems these life skills would be valid and necessary in so many of our schools today. And perhaps these type of programs would be ones where certain demographic elements of society would excel at.

Did blacks kids make the grade to get into advanced classes? If not, then too bad.
They will adopt some half-baked quota system so that the minorities can be accepted into the high performer program. Then in order to keep them in the program, they will lower the expectations of all the students. Then the deserving students will no longer be challenged and they will be denied a better education, and will be ill equipped to compete in college.
Our local school system dropped their gifted program many years ago, rather than deal with discrimination lawsuits.
