Your post is a bit cryptic, but I haven’t finished my first cup of coffee. What exactly are you trying to ask or imply or whatever?
SES are those union or whatever gov employees who “can’t get fired. And Steaming Pile - oops, 0bola - transferred a lot of his gov hirees (5,000 or so IIRC) into the SES kind, to make then more or less unfireable.
And since Q meantine keystone a lot, TXnMA is wondering if that is the keystone Q meant. Once those mofos are gone, then the DS will be out of gov.

I still operate with that notion: “keystone” = SES.
