So I tried using Google reverse image search on that pale blue seal and received entries that contained no images but returned links to articles about Obama.
So then I searched Google for presidential seals.
Out of a line-up of various images of the presidential seal, I saw one that looked like the pale blue centered one on the left, used at the recent rally. That image was linked to a Washington Post article dated 10/7/2018 titled: What You Need To Know About The 25th Ammendment.
However, it's impossible to pull up that article as it's been deleted.

And searching that same Google link for the pale blue centered presidential seal just now - I couldn't find it....maybe it's just me; I am tired tonight.

I can't tell if that's the same color blue in the center but the search engine I used compared the two favorably. I went back to find out why searching on the emblem in the photo of POTUS at the rally brought up links re Barack Obama. Well, there is a picture of the OBama's with what looks like the same seal in an article dated Jan 2019.
Maybe there's a simple reason for the color of the seal - season or commemoration etc.; I just don't know.
Well, it could be part of a message...
...or it could be that the dark blue in the seal sort of disappears when the seal is placed on a podium of the same dark blue, leading to the use of an approved variant.

Saw #RIPSulli trending on twitter. Tried to find an official announcement there, but couldn’t with just a few minutes of searching. From my understanding of fan tweets, she committed suicide. I’ve never heard of her, so I looked her up on Wikipedia.
