This has been discussed on some other threads over the past few days. From what I and some other vets read from it, it’s a standard being reissued.
If you really wanted to see if it changed anything you’d have to pull the predecessor which was MARADMIN 300/14.
I think the main reason it’s getting discussion is the press and others highlighting and stirring the pot on remarks made about impeachment, civil war, etc over the past 2 weeks.
That is standard Defense Department message formatting. It is an archaic remnant of the teletype era. It hasn’t been discontinued due to perception in some quarters (which I do not share) that using this format forces receiving units to actually read the message closely to identify any requirements or impact.
The only real surprise is that most of it is in upper/lower case. Most Army traffic is all upper case, which is excruciatingly painful to read.

Comparing the two, phrases are worded a bit differently, but the two are essentially the same.

It is nothing new, just some administrative adjustments. Each service has this guidance (plus doctrine and other documents) to govern how they conduct “Defense Support to Civil Authorities.” This is DoD speak for helping out civilian authorities during an emergency/disaster.
The messages get reviewed, updated, and reissued every few years, even if there are no substantive changes.

The memo reveals that The Secretary of the US Navy can call up all USMC reserves even if they are not unit assigned,regardless of training, and be formed into combat/protection teams assigned where required, at the request of a governor, with an order of the President and implemented by the Secretary of the US Navy.No Congressional legislative act required, for the term of 120 days.

Exactly. Everyone is getting their panties in a twist about a “Civil War.” DoD assets cannot be used in law enforcement activities in CONUS. PERIOD. This about disaster relief.

The first sentence is mostly correct. The “PERIOD” is not correct. Any law can be subject to change. Any part or all of the Constitution can be ignored. Any rule or law can be broken (that’s why we write laws).
The Posse Comitatus Act of 1878 was amended five times in the 1980s, largely to allow for the use of military resources to combat trafficking in illicit narcotics. And it’s my understanding DoD assets are being used on the southern border right now.
Marines have always been used in real and potential hot spots, even inside the US. Guarding railroad trains in the1920’s is just one example. USMC is not considered an “army”, so it can be used.
Meanwhile, Marines never stop being Marines no matter their age.
