“Posse Comitatus” only applies to the (”regular”) Army and Navy. The Coast Guard, the Marine Corps, and “Special Forces” are exempt.

Disaster relief is different, and then there is the War Powers Act, and the National Security Act...

If there’s an emergency, and especially at a governor’s request, federal assets can be used to enforce state laws.

Originally, “Posse Comitatus” kept territorial governors from using federal troops to do stuff that state assets ought to do. States would just not make the assets (they would cost state money, and the Army was free).
