I think anyone who puts themselves in the crosshairs of their agency is going to pay a price.

I was told the a story that the Japanese have a saying about something or somebody that is like a NAIL sticking up out of wood or the floor, and everyone uses everything to pound it flat, but it is used to refer to a person who sticks up and gets walked over til flattened. Everyone stubs their toes on it and stomps it and pounds it. You don’t want to be that guy;)

"出る釘は打たれる" or “The nail that sticks out gets hammered down.” Has to do with the cultural norms of Japanese society and because of how tightly packed they have been traditionally, everyone is required to stick to their role and limit 'waves' that everyone else also has to deal with. Tamps down on creativity as well. Things have loosened a bit over the past 50 years, but still very much an expectation.
