interesting question - there was discussion in early “Q” days that the Marines are under special jurisdiction by POTUS - they provide security and transportation.
I’m guessing 2 reasons:
1) Marines provide security outside their bases for embassies (which are US soil), White House and other such places.
2) They do not want to hinder the Navy inside territorial waters from prosecuting intrusions. Internal Rivers fall under the Army Corps of Engineers “jurisdiction” as I’ve always understood.
the leak op would then be to have “copies” of such that each have a slight distinction that are then given to different suspects. Then, when “facts” leak, you know where they came from. This was done with the FISA to trap the Senate Intel Committee security head.

This is what gets me. How can a CIA guy be a "Whistle blower?"
In my book, he was a garden-variety SPY--actually a "Double agent" or "Mole" since he pretended to be working for the Central Intelligence Agency of the USA.
Why isn't this guy in custody awaiting trial ... perhaps even subject to the secret disciplines applied to rogue intelligence agents?

Romney’s foreign policy adviser from 2012 is Cofer Black, who is a mentor to John Brennan. During 911 he headed counter terrorism at the CIA and disregarded all warnings about the terrorists while Brennan personally overrode all denials and stamped their passports at the embassy in Jeddah. Brennan was Tenet’s guys. Mitt Romney is a traitor who associates with traitors.
I do hope there are people here in Utah that are on this board that know who Rat Romney really is; and Mike Lee and Egg McMuffin; we already knew about ‘don’t mention his name’ and Rat wants to be remembered as such...such vile; filthy; ignorant person, he is the ‘Hillary’ of the Republican Party...why the Mormons think he is so great is beyond this Utah born and raised Catholic woman...

I’m pretty sure you are both right. Up until 1999 Marines were stationed on ships (I think I read somewhere that the Marines want to go back to that)
I know the early days they were commissioned to protect the US Mail.
The Marine Corp Manual seems to cut out the middle men. (though I’m sure other laws are in play as “middle men”)

I think I read that the other services also had reserve call ups ?
