Your question seems to have two assumptions that I’d like to think about first.

One, it assumes that the bloated, overpopulated federal agencies don’t have enough employees to accomplish their own sedition and to carry out counter-terrorism at the same time.

Two, it assumes that even if these clowns trying to take down Trump were to spend full time on their proper jobs, they are competent enough to protect the country.

I’m still pondering an answer to One, but I’m leaning to pretty strong ironic laughter on Two.

I don't think there are ANY police departments which would be able to cope if groups of 20 to 50 terrorists launched attacks around a wide area of a city at staggered intervals.

Excuse me that isn't how that works. Computers have existed since the 1980's that could decrypt our telecommunications. The problem was always been being lucky enough to be monitoring the right communications link that might have the information you wanted. That hasn't changed in sixty years. Link encryption was developed to lessen the ability to do traffic analysis. One has to be in the right place at the right time and know how to tunnel around to find the information.
