U.S. Aims to Block Chinese Acquisition of Ukrainian Aerospace Company

WASHINGTON—U.S. national-security adviser John Bolton is seeking to scuttle the pending Chinese acquisition of a Ukrainian aerospace company on grounds that it will give Beijing vital defense technology, according to senior U.S. administration officials familiar with the matter.

Mr. Bolton’s personal interest and involvement in the deal, acknowledged by the senior administration officials, underscores the growing importance of this case to the U.S. national-security establishment.

The company, Motor Sich, is one of the world’s foremost manufacturers of helicopter and airplane engines, and for years has supplied engines for the bulk of the Russian military-helicopter fleet. A sale to a group of companies, including Beijing Skyrizon Aviation, controlled by Chinese businessman Wang Jing, is pending.

Staffers at the National Security Council and the U.S. Embassy in Kiev are working to schedule a meeting between Mr. Bolton and the aerospace firm’s chief executive next week in Kiev, where Mr. Bolton plans to attend a security conference, a senior administration official said.

“We are going to have a conversation with the Ukrainians about China’s ambitions and what our view is of what China’s up to,” said another senior administration official. “This is all part of the national-security strategy and the national-defense strategy. It’s a strategic competition with China.”

When you’re an American President, you have to have your finger in almost every pie. We will never become too isolated, due to the needs of commerce.

I don’t think it makes sense at this point as Motor Sich has a plant in Chungking, China building engines since 2017. The technology is already there.

Not really. In 2014 Ukraine prohibited the export of dual-use technology to Russia and Motor Sich almost went out of business. Russia had its own production since the technology is actually theirs but preferred Ukrainian imports based on price. It wasn’t the option anymore and they ramped up domestic production.
In fact Motor Sich has no choice but to go Chinese. If Ukraine would listen to Bolton it ends up without airspace sector at all. Although it is already barely breathing.

In 2015, Shanghai International Port Group won the bid for the concession to operate the port of Haifa’s new Bay Terminal in Israel for 25 years starting in 2021.

Its headquarters are in Shanghai.

In regard to Motor Sich the problem that China plans to move the machinery and 3000 of the most qualified employees to China.
For US the problem is the company builds a Lotarev D18T hi-bypass turbofan producing 50k+ lb of thrust.
Normally it would take decades to get there by itself for China but acquiring the technology allows to build a super heavy lift aircraft which would dramatically increase their power projecting capability.

It is a rather delicate question. It Bolton is to succeed the last relatively decent paying jobs in Ukraine are gone.
