I was taken by surprise last month while holidaying in Biarritz. As I splashed through the surf towards the beach I passed a woman paddling. She was topless and it struck me that this was a sight you don’t often see any more in France.
I first came to France on summer holiday as a young boy and recall asking my mother, who is of Scottish presbyterian stock, why Frenchwomen didn’t wear bikini tops. She replied from behind her sturdy one-piece swimming suit that it ‘was just the French way’
Not any more. In 1984, a survey found that 43 percent of Frenchwomen bathed topless on the beach. But a similar poll last month revealed that figure had fallen to 19 percent. Of 1,000 women interviewed, 59 percent of under-25s said they covered their breasts in order not to arouse men, while 51 percent said they were scared of being physically or sexually abused if they went topless. Other reasons stated were a fear of skin cancer, and a lack of self-confidence about their bodies.

Since we have our own pool and aren't into crowds we rarely go to any of the beaches. We haven't been to one since last year, even though we can be to several in less than 5 minutes. But if people ask me for a beach where they can go that isn't as crowded I always recommend the nudist beach that is closer to our house, the first one I mentioned that you have to walk to. When the main beaches are a mass of people the nudist beach is much less crowded and it isn't like they have bouncers at the entrance who force you to disrobe. It also has Palapas and a small bar if you get thirsty so you can have the sun, the water and a bit of peace and quiet.
With some women if they go topless their thighs don’t get a tan.

One reason I have read is that muslims shame-attack women in typical western swimwear on the beaches. There have been several crowd riots over this in Mediterranean resorts.

It's not just Muslims. We are not the first society to go off the rails with regard to sexual license. The pendulum always swings back. The cultural context matters. Since the 1960's, the campaign for sexual license has worked hand in glove with a systematic assault on religious commitment. This is a complicated story, but one important thread is the assertion by the sexual revolutionaries that strictures on sexual behavior were nothing but religious dogma and arbitrary rules, basically mumbo jumbo reflecting primitive, pre-modern tribal norms. With the advent of birth control and widespread abortion, that could all be swept away. You could be free to be promiscuous, without guilt and without consequences.
Except that it hasn't worked out that way.
A lot of young women are coming to realize that spending their late teens, 20's and early 30's being handed around as disposable sex toys isn't the path to a fulfilling adult life. At least some of the smarter young men are figuring out the same thing. There is a lot of wreckage and deep unhappiness on display. It turns out that the psychology of male-female relationships, family formation and long-term fulfillment is a lot more complicated and sophisticated than the revolutionaries figured. Life wasn't perfect in earlier eras, but in many respects it was better than life today, our technology notwithstanding. Sooner or later, we will rediscover that the sexes are complimentary, not identical or hostile; that men and women, in a healthy society, generally like and try to help each other; that hotness doesn't last; and that stable commitments are wonderful things.
Our popular culture isn't just a sewer. It's a lie, and sooner or later, the lie will be exposed.
Rediscovering eternal truths is often painful. Our churches bear a heavy responsibility in their abdication of responsibility for serious religious formation, especially for young adults and most especially regarding sexuality. The Catholics aren't the only ones with a clergy that has gone rogue. We are living now in the midst of a great pagan revival, and pagan sexuality is turning out to be as barren and destructive as it ever was. Christians and Jews must now adjust to the fact that we are no longer the dominant culture. But cultural hostility contains an opportunity. The price of witness may be high, but it is all the more important -- and the tests will be ever more explicit and frequent -- for that reason. And this will strengthen commitment; we are now the counterculture, and we must be as bold as the great corrupters have been when they set out to destroy Judeo-Christian sexual morality.
Bottom line, looking around the developed world, all of the advanced materialistic cultures have become sexually liberated, and all of them are below replacement rate in childbirths. Quite a few countries are facing demographic collapse, which they are masking by importing whatever foreigners are close at hand. The future will belong to those who bother to have children. Modern liberals are increasingly childless, or they settle for a single designer baby just as the biological clock runs out. They are bent on self-extinction. The question is who will produce the babies.
