He’s not “fleeing,” he’s going to a traditional British vacation area of Spain, where they even have “Brit markets,” that is, supermarkets that carry English food favorites. However, I doubt that he’d be out pushing a cart at the market.
There’s a lot of wealthy (many of them royals) folk that Iive there, and there’s a wealthy person-tending infrastructure all set up.
Spain is part of the EU, so at the moment there’d be no problem in extraditing him. And even if Brexit goes through, I think they could do it. But believe me, nobody is ever going to request it.
