Your writer needs to give the context of the quote. With nuclear weapons, it obviously became easier to kill a million people than to control a million people. Whether there’s anything more to the quote than that is hard to say without a citation and the context.

What normal person would join those two concepts? We all realize the destructed capabilities of a nuclear war, but it takes a special kind of psychopath to dream of “controlling” millions of people. The usual thought to pop into ones mind would be “govern”, as in serve.
