POTUS seems to start most of his opinions on someone with a compliment. It’s his way of opening the door with something that makes him sound reasoned, then he lets them have it.

The clip where Hannity asks him about Bill Clinton....”nice guy, nice guy, but he’s got a lot of problems coming up with that little island, I think.” It’s really a throw away to open the door and make the charges sound like nothing personal.
