I think what you meant was he HAS his law degree (which is a JD), but doesn’t have a license as he didn’t take the BAR exam. A lot of legal scholars just have a JD and then only use it to teach or support. You only need to pass the BAR if you intend to practice in court.
Could an individual with a JD but no law license still clerk?
