The tariffs can be done by E.O., I think taxing the transfers requires the cooperation of the Democratic House of Representatives.

Tariffs are fine, but let’s get that tax on wire transfers going already. Tariffs can be imposed by executive action but wouldn't a tax on wire transfers require legislative action? Congress is not going to do anything to defend this country as long as President Trump is in office.
