Then your browser isn't loading the whole page. The link when you click on the flag is: https://www.google.com/doodles/redirect?doodle=122734574&flag

If you're not seeing that in the source code, your browser is simply not loading the whole page for whatever reason.

What browser are you using?
I'm using firefox and I see the flag and the audio of Taps.
If you don't see the full page it may be because google is writing the code for their own browsers and their browser codes don't work well with other browsers.
Try different browsers.
