Not so far as I know.
You can “dodge” personal service.
You can also refuse to voluntarily accept service. Sometimes the party serving the subpoena, which is usually another party, and not the judge, will write to the target and ask if the target will voluntarily accept service, such as by mail. In such cases the target signs a form acknowledging service. No one is required to do this. Maybe that’s what the article means, but since the headline starts off wrong, I’m not going to bother reading it.
Once the target is personally served, there’s no “refusal”. And you can be served without touching it.
At that point, once lawful service has been made, the target has to bring a motion to quash.

I would touch them on the chest with the paper let it fall to the ground and walk away.
They were served.

No you can’t refuse it. But you can dodge service for a while by avoiding the process server. Eventually, depending on the state, the court authorizes sterner measures, like sending a sheriff.
