San Francisco is one of the most expensive cities in the U.S. in which to live. Real estate prices are through the roof the median price of a small two-bedroom home is $1.3 million; a family making nearly $120,000 annually is actually considered low income. And unfortunately, some people are falling through the cracks. A federal count shows the number of homeless people increased by double-digit percentages in three San Francisco Bay Area counties over two years as the region struggled to tackle the growing problem, including 17% in San Francisco and 43% in the county that includes Oakland, the Associated Press reports. More than 25,000 people were counted as homeless during an overnight tally conducted in San Francisco, Alameda and Silicon Valleys Santa Clara counties in January. Detailed reports are expected later this year. The initial results of this count show we have more to do to provide more shelter, more exits from homelessness, and to prevent people from becoming homeless in the first place, said San Francisco Mayor London Breed.

Let them cover the whole Bay Area like a giant turd splat.
They deserve it.
The homeless on the streets arent in competition for homes. They are drug addicts that are incapable of making rent or mortgage payments.
Unless some seals are threatened. THEN they’ll take notice.
Maybe the goal is to drown a certain percentage of them.
It’s elementary economics: if you subsidize something, you’ll get more of it.
They’re on the streets because they want to spend every last cent on their next high and they want no constraints on their behavior.
Even a pig won’t live in their own filth voluntarily.

It would be more considerate of your readers to post an excerpt which is more apropos of the subject of the title, i.e. boats.
I call possible Shenanigans on the locals.
There are many regulations addressing boats that are easily, even eagerly enforced when it comes to waste water. This includes federal as well as state and local authorities.
The city may well be blaming their craplosion on folks living on boats because they don’t want to blame their precious land loving homeless / illegal aliens who are responsible for it everywhere else. People living on boats are easy to target.

What SF needs is a good pandemic like typhus. Whoops.
Wouldn’t it be easier for the mayor to just take over all private homes, by public domain? That would open up much more living space.
(Of course, the homes of politicians would be exempt. No sense in getting carried away.)
